The Lockout And Why It Is Its Own Skill
The final portion of a lift has different mechanical demands to the start, and failing there usually reflects an unpractised position rather than a general lack of strength.

Lifters describe themselves as weak off the floor or weak at lockout as though these were properties of a muscle. The end position is a distinct mechanical problem with its own requirements.
Leverage changes across the range
As a lift progresses, the distance between the load and each joint changes, and so does the demand at that joint. The muscles limiting the movement at the start may not be limiting it at the end.
In a deadlift, the hip extensors dominate early while the finish requires holding a position against a comparatively small moment. The task changes character rather than simply continuing.
This is why a lift can move quickly through the hardest portion and then stall near completion, which looks illogical if the whole movement is treated as one demand.
Momentum masks the requirement
A well-executed heavy lift arrives at the top with speed, and that speed carries the bar through the final portion without requiring much active force.
Lifters accustomed to that assistance may never have produced force in the end position under load, because the bar has always been travelling when it arrived.
When a heavier attempt slows earlier, the end position has to be reached actively, and the lifter meets a demand they have not practised.
The position is often held rather than moved
Completing a squat or a deadlift involves stabilising a position as much as moving through it, and stabilisation is a different capacity to concentric force production.
Grip in a deadlift, upper back position in a squat and shoulder stability overhead all fall into this category. Each can end a lift that the legs or hips could have completed.
Because these are stabilising demands, they are trained more effectively by holds and heavy partials than by additional repetitions of the full movement.
Judging standards vary and shape the skill
In competition, the lockout is defined by rules, and the exact requirement differs between federations and between lifts. What counts as complete is not universal.
A lifter who trains to a self-defined finish and competes under a stricter one is effectively training a shorter lift than the one being judged.
Practising to the standard being judged, from early in preparation, avoids discovering the mismatch on a platform.
Overextension is not a stronger lockout
Leaning back excessively at the top of a deadlift or press does not complete the lift more thoroughly. It moves the load away from the base and loads the lower back unnecessarily.
The finished position in most lifts is a neutral standing position with the hips and knees extended, held under control.
Treating the end position as a controlled stop rather than a final heave produces both a more reliable lift and a smaller share of avoidable back complaints.
